Abstract
AIDER proposal addresses the objectives of KA1 (System and Services for citizens) in IST Programme, with the aim of improving the efficiency of road accident management. The project will integrate in an innovative way state-of-the-art technology to reduce casualty consequences through a reliable reconstruction of the accident scenario. The AIDER Concept is based on the direct cooperation between on-vehicle Systems and rescue Control Centres to optimise the effectiveness and operative time of the rescue actions. The System will guarantee an automatic link between involved vehicles and rescue services as well as a support at decision level for accident management. Expertise from automotive and military field will lead to innovative project outcomes. The definition of standard for communication protocols and recommendations will be determinant for the widespread diffusion of the project results. Objectives: AIDER project main objective is the reduction of road accident consequences optimising the rescue management in terms of operative time and effectiveness. To accomplish this task, an on-vehicle System will be developed able to automatically send to a Control Centre both an emergency call and full information about the accident severity. AIDER vehicles will be equipped with a detection system to monitor the on-board pre- and post-crash environment. A robust communication system, based on the integration of cellular and satellite aided links, will be provided for information exchange between vehicles and rescue Centres. Communication protocols will be defined to be recommended at European level. SW tools will be implemented to allow the accident reconstruction at Control Centre level, to support the operators in the selection of the most suitable rescue action. Relevance will be given to the investigation of the legal and ethical implications of the project results and the AIDER System potential for market introduction will be evaluated by a detailed cost/benefit analysis and exploitation plan definition. Work description: The project work is structured in six Work-packages, to achieve three main clusters of results: specification of the AIDER System components; equipment of a prototype AIDER System; demonstration and evaluation of the AIDER System. The following main activities will be performed: (WP2) Preliminary state-of-the-art analysis of rescue management procedures, sensorial and communication technologies and accident statistics. Definition of AIDER Concept and System operational and technical requirements. (WP3) Definition of System architecture and specifications. (WP4) Development of the AIDER System and equipment of a prototype vehicle and Control Centre: development of a robust on-board sensorial system and communication system; implementation of algorithms for sensor and data fusion to evaluate the accident severity, at vehicle level, and definition of algorithms for accident reconstruction and decision support, at Control Centre level; definition of protocols for the integration of cellular and satellite communication. (WP5) System evaluation: definition of a test plan to verify AIDER sub-system correct integration and the overall system performances. (WP6) System exploitation: analysis of the AIDER System risks, benefits and constraints for a future introduction on the market; identification of the ethical and legal implications of the System; arrangement of dissemination activities. (WP1) Management and co-ordination of technical, administrative and quality control activities. Milestones: Milestones: definition of a detailed project plan; identification of AIDER System Concept; on-board System specification; Control Centre specification; AIDER System components ready for integration; AIDER System ready for evaluation; AIDER System evaluation; exploitation plan. Expected results: development of an automatic incident detection and evaluation System based on a robust on-vehicle sensorial equipment and a communication system able to enhance accident data transmission; definition of protocols for integrated cellular and satellite communication; development of a SW tool for accident scenario reconstruction and "rescue action suggestion", based on multilevel data sources.
